Updated National Energy and Climate Plan of the Republic of Bulgaria 2021-2030


In line with the requirements of Regulation (EU) 2018/1999 and the current national legislation, Bulgaria has drafted an updated National Energy and Climate Plan of the Republic of Bulgaria 2021-2030 (NECP, the Plan), which sets national targets along five dimensions - decarbonisation, energy efficiency, energy security, internal energy market, as well as research, innovation and competitiveness, the Ministry of Energy announced. The Plan sets out appropriate policies and measures to achieve a sustainable and flexible energy system in a cost-effective manner, decarbonisation taking into account national specificities and the need to provide targeted measures and incentives to meet the higher targets set by the European Green Deal and the European Climate Act, the Fit for 55 package, the REPowerEU Plan, as well as the latest European Semester report on Bulgaria.

The updated version of the plan has been published on the European Commission website (https://commission.europa.eu/publications/bulgaria-final-updated-necp-2021-2030-submitted-2025_en) and reflects many of the proposals received during the preliminary consultations and exchanges with the European Commission, as well as the active and constructive dialogue with all stakeholders - representatives of business, NGOs and academia, neighboring countries.

This NECP version is undergoing an environmental assessment, which, once successfully completed, will be submitted to the Council of Ministers for approval.
