The Energy and Water Regulatory Commission and the European Bank for Reconstruction and Development have signed a regulatory support agreemen

The Energy and Water Regulatory Commission and the European Bank for Reconstruction and Development (EBRD) signed an agreement to support regulatory activity projects. The document was signed by the President of the Commission, Assoc. Prof. Ivan Ivanov and the EBRD Director for Bulgaria Larisa Manastirli. The agreement foresees that the EBRD will provide to the Regulatory Commission advisory assistance to improve the analytical and technical capacity of the regulator, as well as to regulate the prices and efficiency of the Bulgarian electricity market.

Project activities include the development of methodologies and analyzes for regulatory purposes in terms of market monitoring, costs and benefits of investment projects, capital and operating costs of network enterprises. It is also envisaged to develop a methodology for linking the regulated revenues of the network enterprises with the indicators of efficiency and quality of services.

Within the project, which lasts 18 months, training is planned to develop the capacity of the Energy and Water Regulatory Commission in connection with the Commission`s new statutory powers to conduct inspections, seizure of electronic evidence, taking oral explanations and imposing penalties resulting from the implementation of Regulation (EU) No 1227/2011 on wholesale electricity market monitoring and transparency.
