Council of Ministers adopted a decision on determining the values used to calculate the market revenue cap for electricity producers in 2025


At its meeting yesterday, the Council of Ministers adopted a Decision on determining the values used to calculate the market revenue cap for electricity producers from 1 July 2025 until the end of 2025. Above these revenue caps, producers owe payments to the Electricity System Security Fund.

The values set out in the Decision, which are used to calculate the market revenue cap for the different types of producers, are:

- Kozloduy NPP - BGN120/MWh;

- Hydropower plants owned by National Electric Company EAD - BGN 140/MWh;

- Producers of electricity from coal-fired condensing power plants, including from lignite - BGN 400, increased by the average monthly price per tonne of CO2 emission allowances multiplied by 1.32, per MWh;

- Producers of electricity from coal with added biomass fuel (solid or gaseous biomass fuels) and/or waste and/or petroleum products and/or a combination thereof - BGN 400, multiplied by 0.9 average monthly price per tonne of CO2 emission allowances, per MWh;

- Producers of electricity from renewable energy sources without contract for compensation with premiums - BGN 300/MWh. The revenue cap for RES producers remains unchanged.
