Amendments have been made to the Agricultural Land Conservation Act by amending the Energy Act (SG No. 16 of 23.02.2024). The amendments provide that a person who is going to construct a renewable energy production facility shall submit an application for change of use of agricultural land, together with other required documents and a statement of the Minister of Energy, according to which there is a need for the implementation of the specific investment plan for the achievement of the national objective under Art. 12, para. 1 of the Renewable Energy Sources Act.

Applications may be submitted to the Ministry of Energy that propose to change the use of agricultural land with an area of more than 50 acres. Applications that provide for the change of use of up to 50 acres of agricultural land must be submitted to the Sustainable Energy Development Agency.
Applications may be submitted by e-mail, by post or in person at the office of the relevant administration. Applications may be signed with a qualified electronic signature or a handwritten signature.
The application shall be submitted by the applicant or by a person authorised by the applicant.
In the event of a lack of information or a document on the application received, as well as in the event of a discrepancy, a letter shall be sent to the applicant. If the applicant does not submit the information requested in the letter, no statement shall be issued.
