The Ministry of Energy proposes for public consultation amendments to the Energy Act. The draft law implements the provisions of Directive 2019/944 of the European Parliament and of the Council of 5 June 2019 concerning common rules for the internal electricity market and amending Directive 2012/27/EU. Part of the proposed amendments are also related to the implementation of the reforms "Liberalisation of the electricity market" and "Development of definition and criteria for energy poverty" of the Recovery and Sustainability Plan of the Republic of Bulgaria.
The bill provides for full liberalisation of the wholesale electricity market by the end of 2023, while keeping residential consumers on the regulated market until 2026.
The proposals introduce a definition and criteria of energy poverty for households for the purposes of market liberalisation and priority treatment of these households when financing energy efficiency projects.
